In Aldar communities, changes to a villa's exterior, layout or structure, and additions such as pools, pergolas and extensions, need approval from Aldar's community management against the community design guidelines before work starts. Structural work, extensions and pools also need a building permit from Abu Dhabi's Department of Municipalities and Transport (DMT), submitted through TAMM by a DMT-classified consultant. Since 2025, smaller works such as pools, canopies and extensions of up to about 25 m² have been reported to qualify for a simplified minor-works route.
Who approves what
Aldar, through its community and owners' association management, reviews modifications against each community's design guidelines: setbacks, heights, materials and colours. This includes communities Aldar took over from TDIC, such as Saadiyat Beach Villas.
In Abu Dhabi, building permits are issued by the Department of Municipalities and Transport (DMT) through its e-permitting systems, with TAMM as the front door. Owners can't apply themselves: a DMT-classified consultant prepares the drawings and submits them, and a classified contractor carries out the work. Since August 2025, DMT has offered a simplified licensing route for minor works, reported to cover small extensions of up to 25 m², non-structural modifications, pools, canopies and fences. Electrical load changes go to TAQA Distribution (ADDC), and fire and gas items to Abu Dhabi Civil Defence.
The Aldar process, step by step
- Check the community guidelines and your plot. We confirm what the community's design guidelines and your plot allow, and whether the work needs a DMT permit and which route.
- Drawings and documents. Title deed, scope of works, existing and proposed drawings, materials, and contractor licences, prepared to Aldar's requirements.
- Aldar community approval. The application goes to Aldar's community management for design review. We respond to comments until the approval is issued.
- DMT permit through a classified consultant. The consultant registers the project and submits the drawings through DMT's systems via TAMM, with the community approval attached. Simple works may use the minor-works route; structural work follows the full permit process.
- Utility and safety approvals. Where the electrical load increases, TAQA Distribution (ADDC) approval; where fire or gas systems change, Abu Dhabi Civil Defence.
- Construction with inspections. A classified contractor builds to the approved drawings, with municipal inspections at stages such as foundations and structure.
- Completion. Final inspections, the completion certificate where a permit was issued, the community's final check and any deposit refund.
What each type of work needs
| Type of work | Aldar NOC | Authority permit | What it involves |
|---|---|---|---|
| Painting, furniture, like-for-like repairs | Not usually | No | Contractor access is still arranged with the community. |
| New kitchen or bathrooms | Often yes | Usually no | Layouts and any plumbing changes. |
| Internal walls | Yes | Yes if structural | Structural assessment of any wall that isn't clearly a partition. |
| Windows, doors, facade, external colours | Yes | Depends on scope | Must follow the community's design guidelines. |
| Pergola, canopy or outdoor kitchen | Yes | Often the minor-works route | Position, height, materials, and gas or electrical approvals. |
| Swimming pool | Yes | Yes, often the minor-works route | Setbacks, structure and drainage. |
| Small extension (up to about 25 m²) | Yes | Yes, possibly the minor-works route | Plot setbacks and matching architecture. |
| Larger extension or structural change | Yes | Yes, full DMT permit | Structural design by the consultant, staged inspections. |
| AC replacement | Like for like usually no | No | Changing units' positions or the system type is reviewed as a modification. |
Fees and timelines
- Community fees and deposit: community management usually charges a review fee and may hold a refundable deposit. Amounts vary by community and are confirmed at submission.
- DMT permit fees: depend on the scope and area of work, and are confirmed by the consultant at submission.
- Timeline: the community review is typically a few weeks. Minor works on DMT's simplified route are quicker; structural work and extensions on the full permit route usually take longer, so we plan for it in the programme.
Developer and authority rules change, and they vary by sub-community, villa type and plot. This page summarises published developer guidance and our project experience as of October 2026. It is not a substitute for the current guidelines for your property, which we confirm before any design work starts.
