Fitting out and upgrading an Alef home in Sharjah: the approval process.

Alef Group's Hayyan is a new villa community in Sharjah, with homes handed over from 2026. Most work there is post-handover fit-out and upgrades. Here is what each type of work needs, and how we take it through.

Short answer

In Alef Group communities such as Hayyan, external changes, pergolas, pools and any structural work need approval from Alef's community management against the community guidelines before work starts. Where a permit is required, it comes from Sharjah Municipality through a registered engineering consultant, with Sharjah Electricity, Water and Gas Authority (SEWA) approval if services change. Because the homes are new, work also has to be planned around the developer's warranty.

Who approves what

Alef Group's community management reviews changes against the community's design guidelines. Building permits in Sharjah are issued by Sharjah Municipality, applied for by a registered engineering consultant, and SEWA approves changes to electricity, water and gas. We confirm the current route with Alef and the municipality for your home.

New homes come with a developer warranty. Changing an item under warranty can affect a later claim, so we inspect at handover and plan upgrades around it.

The Alef process, step by step

  1. Handover inspection. We snag the home at handover so defects are recorded and fixed by the developer before any fit-out covers them.
  2. Scope and guideline check. We list the upgrades and check them against Alef's community guidelines and the warranty.
  3. Alef community approval. External changes, pergolas, pools and structural work are submitted to Alef's community management with drawings and materials.
  4. Sharjah Municipality permit, if required. A registered consultant applies to Sharjah Municipality for works that need a permit, with SEWA approval where services change.
  5. Works and close-out. Contractors work to the approved drawings and community rules, followed by inspections and the community's final check.

Fees and timelines

Developer and authority rules change, and they vary by sub-community, villa type and plot. This page summarises published developer guidance and our project experience as of October 2026. It is not a substitute for the current guidelines for your property, which we confirm before any design work starts.

Worked examples

What the process looks like for real projects

Example 01

Fit-out of a new Hayyan villa from handover

A family receiving their Hayyan villa wants wardrobes, a kitchen upgrade, lighting and a pergola before moving in.

The process

  1. Snag the villa at handover and get defects fixed by the developer.
  2. Start interior joinery and lighting, which usually need no community approval.
  3. Submit the pergola and any kitchen changes to Alef's community management; add a municipal permit if the structure requires it.
  4. Install, inspect and hand over, timed to the family's move-in date.

How we approach it

We run interior and external work in parallel so the approvals don't delay the move, and we make sure nothing we do compromises the developer's warranty.

Example 02

Adding a pool to a larger Hayyan home

An owner on a larger plot wants a pool and landscaped garden.

The process

  1. Check the community guidelines and plot setbacks for pools.
  2. Submit the design for Alef's approval, then the Sharjah Municipality permit through a registered consultant, with SEWA approval for services.
  3. Build under inspection and close out with the community.

How we approach it

We coordinate the pool, landscaping and electrical works as one package and protect the new home and neighbouring plots during excavation.

Our approach

How we run a Alef project

01

Feasibility before design

We confirm what your villa and plot allow, and what Alef will and won't approve, before you pay for drawings.

02

One complete submission

A full, consistent pack for the NOC and the permit, so time isn't lost to clarification rounds.

03

Programme in parallel

Contractors are tendered and long-lead items ordered while approvals are in progress, so work starts as soon as they're issued.

04

Compliant on site, closed out properly

Work to the approved drawings and community rules, inspections passed, as-builts filed and your deposit returned.

Questions

Alef renovations: common questions

Do I need Alef's approval to modify my Hayyan home?

For external changes, pergolas, pools and structural work, yes. Interior joinery, curtains and light fittings generally don't need approval, though contractor access is still arranged with the community.

Who issues building permits in Sharjah?

Sharjah Municipality, through a registered engineering consultant. SEWA approves changes to electricity, water and gas.

Can you do the handover inspection?

Yes. A detailed snagging inspection at handover makes sure defects are fixed by the developer before fit-out starts.
